Argus DC1512 digital camera is a discontinued model. According to the user manual, it has 16MB SDRAM and no expansion slot for SD cards. So I think you cannot use it for serious pictures taking.
Anyway, the driver file, D_DC1512.exe is very straightforward and you only need to press NEXT to continue. After installing the driver, you will need to restart your PC. Here is the list of discontinued Argus digital camera models:
